In Washington's Proclamation of Neutrality he says that the US should remain a neutral country, and that it would be beneficial to their growth if they just remained friendly with all other foreign powers. He also mentions that all people who commit crimes against another foreign country or have stuff that is considered illegal under international law, the US not protect them from foreign persecution.
