The counter culture in the 60's also
had a large push for foregin neutrality
even though Hippies had different
motives for it than Washington

He also mentions that all people who commit crimes against another foreign country or have stuff that is considered illegal under international law, the US not protect them from foreign persecution.

in WWI and WWII the US tried to follow the policy
 of isolation that Washington recomended
however eventually they joined the war
In this address Washington first mentions that he not going to run for a third term, in which later becomes a precedent for all later presidents other than Roosevelt. He then proceeds to thank the American people for all they have done for him. He also warns them about problems that may or may not arise in the future. In an attempt to set another precedent, he says to never allow for political parties, which didn't work out. He brings up several times the importance of the ideals of the declaration and the constitution and how people and the government should continue to operate based off of it because that is how they will reach prosperity

LAD #5 Federalist #10

Why are factions impossible to get rid of?
You can't get rid of factions without taking people's right to choose their own believes and affiliations, which would be an authoritarian state which the people of the US have always opposed. With how free society is organized and human nature, people will always form factions as well. So there is no feasible way to get rid of factions that would please anybody.

If factions cannot be removed then how can they be controlled?

political parties today are a type of faction
Since its basically impossible to control factions by removing them, the best way is limit them in a democratic way that beneficial to the will of the majority. In the American democratic process, the minority factions, being less popular have less of an influence, ideally. The majority factions have more power as long as they are coordinated well and maintain a cohesive general will. Typically they lose power after a certain point, in its own system of self checking, because after they gain large populations people naturally break apart in ideals.
